Background:
You periodically send email to a group of people, but it takes a lot of time to select each person for the "To:" line. It would be easier to have the list made up ahead of time, and just select the list for the To: line. Distribution List is the way to go. Once a distribution list is created, you can forward it to another person, so they don't have to create it themselves. See Send a Distribution List.
How
to Create and Use a Distribution List:
- Select the Contacts folder
- Menu: File, New... Distribution List
- Type the name of the distribution list

- Click Select Members
Select the Global Address List or under Outlook Address Book, click Contacts

- Click the name of the contact to add, click members
Do this for each contact in your distribution list
Click OK

- Click Save and Close

- Distribution List appears in your contacts. Note the "people" icon.
 
- To use the Distribution List, start an email message
Click the To... button
Select Contacts under Outlook Address Book
Click the Distribution List
The +
expands to show members
